Image used to expand text appears big at first

I used the image of a rudder (as a “+” and “-“) to expand text on my homepage. But when the page first loads, the rudders appear as large images before their size decreases. How can their size be the right one instantly? Also, I don’t want the resolution of these images to be too low.
