Image upload – change the default setting to "Link To Image"

Hi guys, the title says it all:

I’d like to know if there’s a way to change the default image upload setting from “Link To Page” to “Link To Image”.

The last info I could get by googling is that there were a file called inline-uploading.php in the wp-admin folder (WP version 2.0), and in those good old days this issue could be solved by changing some lines in this file.
But the file actually doesn’t exist.
