In the WordPress media gallery the image dimensions are: 1553 × 2560, however when I edit with WP-Paint the images is immedately reduced to 455×751. This isn’t ideal especially for retina images. Please advise?

WP Paint free version supports a max bounding resolution 1440×810 (1.16 MP). Since this WP Paint editor works on the client-side the mentioned bounding resolution impacts the performance of the front-end editor. So the mentioned max bounding resolution is selected to support the majority of browsers/system specifications. Customization of this is available in WP Paint Pro through GUI.
