    Hi

    You can insert images by the inline editor into the text layer .
    If the inline editor does not load automatically click the Load Inline editor button in the Text Menu at the bottom.

    Also if you are trying to put text on top a picture you can right mouse click your text and you will see a option that says Bring To Front. This option sets the current layer above all others.
