Image Gallery Not Available

I am adding a gift card product and want to offer a variety of designs for the cards.
There is no option to add images other than the product image to the product.
I assigned gift card categories to my images, but they do not appear.

I tried doing this on my staging site and the images appear.
I created this product yesterday; today, if I try to edit the product, the image gallery option does not appear.

I have enabled the gallery in the settings.

I am at a loss as to what to try next. I disabled plugins, tried another theme, and no luck
