Image format not working

I’m using a University installed version of WordPress with the Gazette theme. I have configured a site identically (I believe) to a WordPress.com site, but am finding two problems:

1. Image format isn’t working.
2. Categories and authors aren’t displaying on the thumbnails.

Am I doing something wrong? Is this a version problem, perhaps?
