Image editor in visual editor showing website, instead of tools.

When I click on the image editor button on a photo in my visual editor, the pop-up lightbox shows the website homepage instead of the image editing toolbox. It’s a working homepage, I can click to other parts of the site. I am using a multi-site and the other sites are not having any problems.

After reading other forums, I have tried:

Manually reinstalling the latest WordPress
Disabling all Plugins (from the multi-site dash and the site’s dash)
Switching Themes
Updating my Theme – Weaver
Clearing my Cache
Using a different browser – I have used both Chrome and Safari
Checking the dashboard general settings
Resetting the permalinks
