I'm not allowed to vote if I am not logged in

I want to thank you for this plugin. I slightly modified the code, but know that the error is not related to what I’m experiencing. The error was present from the beginning.
I have a blog in Romanian and I fail to allow voting to users who are not registered. Let me give you an example here:

Scroll to the section of the station, one that has a white background: “How do you rate this article?”
Going to vote when I’m logged in, if I vote anyway otherwise, and from any other computer, it gives me an error message that basically contains the code page index (or at least the beginning). I use Chrome!
What is the problem? I love your plugin because it is exactly what I needed to complete my idea of ??voting. Can you help me?
