if then show tags question.

The theme I’m working on for my website uses a roman numeral list to list the meta-data for each post. A problem arises however, when a post doesn’t have a category (sometimes I’m forgetful) or doesn’t have tags. Readers see a roman numeral, but no information.

I want to change these list items to if statements, so that they only display if there are tags or categories.
