If online payment failed the fee is not applied

Hi,
I found a bug in your plugin.
I have set a fixed fee only for cash on delivery(cod).I have two payment methods:
1) COD
2) ONLINE PAYMENTIf the customer selects the cash on delivery payment method, the fee is applied.
But if a customer selects the online payment and the payment is failed or cancelled, the customer is redirected to checkout page for selecting another payment method.
In this page, if the customer selects the cash on delivery payment method the fee is not being applied.Could you help me?
