Is it possible to add a conditional logic like below?

if ‘abc’ plugin is activated, then run this snippet which adds an extra ‘css’

I saw ‘is_page’ condition but not sure if there is such thing like ‘is_activate’??
Do you come across any sample of this kind condition query to be used with code snippet?

Please guide me on this.
