IE9 issues using Customize menu of dashboard

I have configured WordPress 4.1 MultiSite on a test server within my company’s intranet. The company’s standard browser is IE9 on Windows 7.
In a site dashboard, as an admin, I browse to Appearance -> Customize. In the main frame on the right, I should be seeing a preview of the home page for this site. Instead, I see a small section of what appears to be a cropped version of a mobile phone view of the home page. There are no options to expand the view.
In addition, If I expand the Background Image section and click Select Image, nothing happens. This is consistent from site to site, even using a standard WordPress theme like 2014.
Both of the issues above do not occur if I use Firefox or Chrome on the same Windows machine.
In addition, if I use a different machine on our intranet (Win 7, same security and IE policies) with IE11 and have it set to emulate IE9 in the developer tools, there are no issues.
Has anyone seen this behavior before? I have not seen anything conclusive on the WordPress forums, or using Google. Unfortunately, I am not in a position to force all of the future site editors and admins (potentially all employees) to use a different browser.
