Idea: Only X credits, now use all on one topic or spread out "intelligently"

So the title says it all.
You have 200 voting credits to start with. Now you see a topic that covers your need and you need to upvote it to top. Use all your 200 credits and the topic now has 200 upvotes. But now you have used all your credits, you cant vote on any other topic.

This way users value their vote and before voting think twice about it.
