It would be fantastic if I could input the standard business info: Our Name, Our contact details, our introduction, our testimonials, our mission statement, etc, and then be confident that if I try different features or themes, that data will be preserved and will be recognised by the feature or theme and work properly without tweaking.
Iknow, Iknow, I know. WordPress was started as a blogging platform. I get that. It’s just that to say it’s for blogging, is to deny the fantastic and far greater success it’s had for business over the majority of its lifetime.

I think WP Core should be the smallest possible engine to drive this (running out of metaphor here…) thing forward. Plugins and themes add the decorations and distinctions.

WP Core is not something I’m familiar with, but you’ll note I’ve not called for it to be bloated in any way.
I don’t think it’s that massively controversial to suggest WordPress make some nod to their business users.
COuld there be some sort of compliance system – say “WP4B Compliance” – as a business user you fill out the WP4B company information form, and then you go looking for athemes that are tagged “WP4B Compliant”, perhaps.

No it wouldn’t – and I am speaking as a small business owner too. A vast number of users aren’t businesses and would never make use of this feature. More importantly there are many businesses that have different needs from yours. If WP includes support for the info you want into the WP core then surely they should do so for all the other types of businesses (and non-businesses) that have different needs…. at which point the core is no longer a core but a bloated Jabba the hut of software.
Wordpress core code should include only those things necessary for site operation – anything else, such as user specific image or information requirements should be handled by themes.
