I want to translate the website with two language

I had tried with Installing WordPress in Your Language

I don’t know where do I get .mo & .po file. The language will be twice British English & Dutch.

In the wp-config.php
define(‘WPLANG’, ‘nl_NL’, ‘en_GB’);

I made a folder wp-content/languages
