I want people to be able to comment using wp and facebook

    Make sure that Commenting is enabled:

    1. Globally from Admin Panel –> Settings –> Discussion, and
    2. Individually from each page/post in for which you wish to enable WP default commenting features (Admin Panel –> Posts –> Edit –> “Allow comments” (should be checked).

    It’s enabled in fact if I deactivate the facebook plugin I can comment using wordpress comments, but I want both to be available

    In that case, that behavior is probably coming from the actual plugin and has nothing to do with your theme or with WP for that matter.
    You could look under the plugin settings see if there’s an option to show both, and if there isn’t, contact the plugin author and him/her about this.
