I think cache plugin interferes with this

    I am using wp super cache and I feel when using activate on desktop and deactivate in mobile. sometimes it does not work and I have to clear cache to make it work again but it the cache clears again then it stops working. Its a repeating cycle

    Yes. The caching plugin would cache the pages along with the plugin content. So they would be cached in whatever state they were loaded in.
