i saw this on a wordpress powered site and i was wondering how to do it

hi guys.
here, in between normal dated posts, there is sometimes a short “unordered list” post, complete with divisions. i emailed the owner but i think she may be gone for a while, so i was just wondering if anyone knew how to do it.

is it a plugin?
