That’s correct, the .16 patch release was indeed released on October 29. The WordPress 4.9 release, however, is a release from 2017 as seen on this page.
We recommend running the latest versions of plugins and themes and WordPress for security, performance and features reasons.
If your WordPress site has issues when you upgrade, such as a white screen, we would recommend investigating the issue and getting it fixed, rather than sticking to WordPress 4.9.x. To do so, we’d recommend a staging site where you can experiment with the updates and when it crashes, you can check the server logs or contact your web host or site developer to investigate.
