i have a problem with pagelayer in my wp

hi good day, i have a problem with my pagelayer editor in my wp you see when you edit, or add a new component (row,column etc) it appears a blue window
but in my case it doesnt appear any, i dont know what is happening but it doesnt let me edit my page :(( does any of you know what i could do? thanks in advance
