Is this a new install or upgrade w/plugins?

I didn’t even do anything. And URL is https://www.clubpenguintutorials.com/wp-admin/ . I didn’t even do anything with the site, I didn’t upgrade wordpress.

So can you help?

Using ftp or signing into your hosted account, rename the plugins folder. That will tell you if a plugin is the cause.

Your site is hacked. If you look at the html source of your admin you will find eval????e64_decode(. That is almost a proof of hacking, using the combination of the eval function and base64_decode.
