I can't see comments

I have allowed comments in discussion settings and on individual post settings. I can only see admin comments, but as a test profile(i created) it says waits for moderation. I turned that off on discussion settings but it did not change anything. Even when I approved in through my dashboard it is still not visible unless I am logged in under the original user who posted the comment. Please Help!!!!
