I can’t see capabilities options

I am trying to change a role capabilities and edit capabilities work as they should, but I don’t find enything in Media, Comments Users, Admin and Themes tabs. I attach an image of how I see the tabs but they seem to be empty. I tried to add manually create_users (which is the option I need this time) and it says “Incorrect capability name”.
