I can't get "Open in New Window" to work?

It just doesn’t work, i’ll add it ass widget and show it on my page, that goes correctly but when checking “Open link in new window” it does not add a target=”_blank” it opens it in the same tab/window anyway. Is this a bug or is it just the site?
