Could you please try and check if it’s a compatibility issue first? You can do this by deactivating all other plugins except WP Offload SES and switching to a WordPress default theme such as Twenty Twenty-Four.
If the settings page appeared, please reactivate your plugins a few at a time and switch to your current theme to figure out which of your plugins or theme is causing the conflict.
However, if the issue persists even with all plugins except WP Offload SES deactivated and with a default theme activated, can you try editing your wp-config.php file on your server to replace this line –
define( 'WP_DEBUG', false );
With these lines –
define('WP_DEBUG', true);
define('WP_DEBUG_LOG', true);
define('WP_DEBUG_DISPLAY', false);
This will cause all runtime errors, warnings, and notices to be written to /wp-content/debug.log, which will hopefully yield some better information about what’s going on.
Can you try opening the settings page of the plugin again and then send on the debug.log file if created please.

Once we have finished troubleshooting you should revert that config change and delete the debug.log file.
