I Cannot login to dashboard

You could try changing the value from your wp-config.php file, as described here.

Sorry, but I haven’t find WP_SITEURL on my wp-config file..

Did you install your wordpress through your cPanel?

if yes then you can simply login from there easy just click on the https://www.YourWebsite.com/wp-login in your cpanel wordpress installation.

You will need to correct your site URL by using one of the methods described in these instructions. Changing The Site URL That includes the process that @girlieworks suggested in a little more detail. Take note of the warning if you use the wp-config.php method – “This is not necessarily the best fix, it’s just hardcoding the values into the site itself. You won’t be able to edit them on the General settings page anymore when using this method”

It won’t exist in that file by default, it’s something you have to add there yourself in order to make use of it.
