I cannot download the installer.php file from the browser

I set the option “Disable .htaccess File In Storage Directory” but with the same problem

using the files of wp-snapshots I’ve solved the problem
I removed .htaccess and robots.txt from that folder but nothing
from firefox the download remains at 0% and from chrome the download arrives to 112kb/445kb
