    Nope. The file would contain the values that correspond with your W3TC settings if your local environment were working properly. Seems there’s some issue that I ((again) again) can’t troubleshoot since it’s on your local machine.

    You will continue to have trouble with this and other plugins if your environment is not set up and working properly, I’m sorry to tell you.
