hustle popup email notification to submit trigger

Currently, there is no option in Hustle optins to send an email to the site admin when a Hustle form is submitted.

If that is what you need, I’d recommend instead using a Forminator form embedded in a popup using the form shortcode.

Forminator has the option to send multiple email notifications anywhere you need, so that might work better for you.
