    Where is the .htaccess file located in Control Panel?
    Is it in a folder somewhere?

    It is hidden file so if you using cpanel when you click on file manager you will have a choice of seeing hidden file tick that and you see it in public_html or the folder you installed wordpress

    If you are using other FTP clinet (e.g., filezilla etc.), they will also let you view the hidden files such as .htaccess
