HTML Not Rendering in Newsletter, Only in Templates

Hi, I noticed that when sending a newsletter, the html does not render in the output even when I have the mail type set to WP HTML Mail. I have post notifications setup with a template and those are rendering the HTML content fine. But, when I compose a newsletter with links or images, they are always stripped from the content upon sending.
