HTML Email Not Wrapping With HTML tags

With Use HTML checked, the body of the message is not wrapped with <html></html> tags. This contributes to the email’s spam score according to https://wiki.apache.org/spamassassin/Rules/HTML_MIME_NO_HTML_TAG
I see no filter that I could use to add this, and if adding inside of the mail template and using wpautop will result in <html></html> being wrapped with <p></p> tags.
