.htacess keeps getting created in delkightful-downloads directory

Hi,
We have an .htaccess file that keeps reappearing in /wp-content/uploads/delightful-downloads
It contain just a couple of lines to restrict access:
Options -Indexes
deny from allThis stops all access to our download library. Does anyone have any idea why this file keeps getting created automatically?
