Htaccess rules remain after deactivation

I’m not sure if this is a bug, or an oversight, but htaccess rules are left after plugin de-activation, and even after deletion.
Best practice and expected behaviour would be that rules are removed on de-activation, and definitely on plugin deletion.
Other than that, the plugin does its job ??
