How to write a blogpost in telugu /any reginal language

Hi ,
I wanted to include some local language characters in my blog post, when i am using the editor, it is showing the regional language characters correctly, but when i save the posts, all these characters are turning in to ????(question marks).
I have searched a lot on net and i got so many answers , but none of it worked for me, some said to comment out 2 lines of dbcharset ,db collate in config file, but that what happened after commenting out is few normally shown charectors are shown as some boxes with some chars like ffdd…

before commenting the db params–>no boxes and evrything fine
after commenting out db params, there appears some boxes.But if i comment out those lines, i can write posts in other languages but ,the simple charectors itself are showing as boxes.
I am so worried as i have to start blogging in other laguage soon , i mean i have to include telugu word in between the english posts.
Please some body help me,
