How to (which theme/plugin etc) launch a website like Wikileaks or AnonHQ?

Hi EveryOne,

I am wondering how can we:

1. launch a website like wikileaks.org or Anonymous (AnonHQ)?
2. which theme and/or plugin should I use?
3. the site will be potentially populated and discussed by visitors/users to the site.
4. the site needs to have the abilities for attachments/media/video/audio etc.
5. potentially if possible we would like to have multiple similar type of sites based on countries (for example India, USA) and or topics (such as corruption, fraud, etc).

Please advise which software/theme/plugin etc should we use.
What is the best strategy to move forward?
