No. If you get that ability, the Internet will crash and burn. We don’t have the authority here to accept such a huge security risk for the Internet at large.

Seriously, passwords are saved as a one-way hash. The one-way part means passwords go in and they don’t come out. All that gets saved is a hash result. That’s intentionally done and not going to change because self-inflicted wounds are the worst.
Under NO circumstances does any other user or admin ever need to know the other users passwords. As an administrator you will always have the capability to monitor activity, posts, comments, drafts, etc. and reset other user’s passwords.
Your users will be able to reset their own passwords (assuming SMTP works on your server).
So no, no one here can help you with being able to view your users passwords.
