I would like to replace wp-cron with Action scheduler.
After installation, I could not find the tab where it is all controlled. Not under Tools.
Does this require some coding in php to use it? Does this have a user interface inside WP admin panel?

Action Scheduler isn’t really like a drop-in replacement for WP Cron. In fact, cron can trigger the scheduled actions to run. Here’s a screenshot from WP Crontrol to show you what I mean.
You’re welcome to develop schedule actions for use in your plugins. The Action Scheduler website is the best place to go for guidance on how to use it.
