Add something like this to your theme’s functions.php file, or in a mu-plugin:

add_filter( 'post-content-shortcodes-title', 'alter_pcs_title', 10, 2 );
function alter_pcs_title( $html, $title ) {
return '<h3>' . $title . '</h3>';
}
