How to upload and display images other than the ‘upload’ folder

Hi

I have created , with my own FTP, a dir called thumbnails in the wp-folder and can not get thh image to display. The full path is https://www.mysite.com/public_html/wp-content/thumbnails/xxx.jpg

When I test this in the browser I get a 404 Not found.
What am I doing wrong ?
