How to update client side MySQL to 4.X

My blog has been very slow, average page loads of 20 seconds. This has been since I upgraded to 2.7. I have since upgraded to 2.8 and saw no improvement.
I exported the files to WordPress.com to see if it was my hosting provider or my blog that was a problem. After importing all my files to wordpress.com, the blog runs super fast (amberstang.wordpress.com). I would stay there, except I can’t use java script and there are only a pitiful number of widgets available.
So next I checked my hosting provider Yahoo to see what version of PHP and MySQL were loaded there.
WordPress minimum requirements are:
* PHP version 4.3 or greater
* MySQL version 4.0 or greaterYahoo information:
* PHP version 4.3.11
* MySQL client version: 3.23.49
* Server version: 4.1.14The PHP and MySQL server version look fine, but the client version of MySQL needs to be upgraded. I contacted Yahoo and received the following response:

And if this is something that can not be fixed, can someone recommend a good hosting provider?
