How to sync users into segments on single list?

I’m assuming I can’t do this, but my real question is why are there so many mailchimp sync plugins, and not a single one actually allows syncing users in a single list organized by segments. Honestly, this is how lists should be built anyway, so why am I being forced to create multiple lists based on user role? It all seems so counter-intuitive and not streamlined for creating a clean and effective list.
