how to stop “Rest of the World” zone shipping per class?

example: we have a product that uses the class “Fragile Item” – we only ship this product domestically (within the USA). How can we do this? If we leave the cost amount blank in the “Rest of the World” zone, then people can purchase it with free shipping, which NOT what we want to happen. We want a way to alert people outside the USA that this item cannot be shipped to them, and stop the transaction. Is this possible?
