how to stop overcharging for shipping

I have a scenario

I have 4 products someone purchased, but i dont want to charge them all 3.99 for shipping for each item

I want to reduce the price by offering them a 1 box shipping for those 4 products.

How can i do this? is there another plugin? thanks!
