How to stop check out if theres a large order

What I would suggest is to use the Conditional Shipping and Payments extension, which will allow you to disable all payment gateways if the order total is over a defined amount.

Actually. Not 100%.

I bought and downloaded this but it’s not helping me the solution that easily.

I am trying to remove/hide/disable the check out button on the Cart Page and insert a custom message that says (Call this number 1800- for Bulk shipping.)
The criteria is set to Orders Over a dollar amount in the cart. $250 and Up.

Is there a step process I should take.
1. Define shipping classes
2. Define bulk order Value(Dollar amount in cart)
3. Set Conditional shipping and payments to restrict purchasing

It doesn’t stop the cart process. Which is the intended Goal
