How to slide-in / slide-down ad?

Hello, I have a question that is not so related to Ad Inserter but maybe the developer knows this and wants to share his knowledge with his follow premium member?
I have one 970 x 250 banner on top and I am wondering if I can slide it down from top to bottom with Ad Inserter? like applied on this theme.

I have seen the demo page but that’s not what I meant. I don’t want it to be sticky but I want to slide in like the demo in my previous message.
