Try looking for a suitable RSS aggregator script for your site.

One thing to consider is that you can often rename a .html page to a .php page with no ill results.

That was all I did when I needed to do that for an html site. I had a page named blog.html and just renamed it to blog.php (and renamed all the links that pointed to it. Worked perfectly.
