You can add 2 rate rows. First row cost type is flat rate with max distance 3 miles. The second row rate set cost type per mile with max distance 9999999999999999999 miles. Hope this the answer of your question.

@valeriap, No it is not possible. This plugin do nothing with any payment functionality in the WooCommerce.
