How to set up permanent redirect?

Hi,
I am about to set up WordPress at https://www.pensionpocketbook.com but need to set up permanent redirect such as
https://www.pensionpocketbook.com
should redirect to
https://www.economicandfinancialpublishing.com/default.aspxHow do I go about that? Do I need to first set up WordPress and then edit the .hta access file? What is the code I need to insert in the hta access file?
