The first setting you see is related to how PayPal handles currencies and does not impact the PayPal Payments plugin directly. You can adjust this setting based on your preference.
Regarding the second setting, it can influence the PayPal Payments plugin, particularly in situations where there may be issues like DUPLICATE_INVOICE_ID. This can occur under specific circumstances, such as when you restore a backup of your website and there’s a hiccup with the newest orders matching previous orders that have the same invoice ID. The PayPal Payments plugin automatically sets an “invoice prefix” and sends the WooCommerce order numbers to PayPal in the format “invoice prefix + order number”. For example, if your prefix is “cfbdg-” and your order number is “123”, the invoice ID sent to PayPal would be “cfbdg-123”. If you haven’t encountered any issues of this nature, it’s generally safe to leave this setting as is.
The third option “Add instruction to seller” does not relate to the functionality of the PayPal Payments plugin.
Overall, these settings on the PayPal page usually do not influence the operation of the plugin, and there are no optimal settings beyond the defaults provided.
